Section C EEO / Affirmative Action Guidelines
The University of Minnesota is committed to the policy that all persons shall have equal access to its programs, facilities, and employment without regard to race, color, creed, religion, sex, age, marital status, disability, public assistance status, veteran status or sexual orientation and has agreed to transact business only with firms who follow these practices. All contractors and vendors must apply every good faith effort to ensure implementation of this policy in their practices of employment, upgrading, demotion or transfer, recruitment, or recruitment advertising, layoff or termination, rates of pay or other forms of compensation, and selection for training including apprenticeship. Vendors and contractors will 1) Maintain non-segregated facilities for their employees and not allow their employees to perform services at any segregated facilities under their control. 2) Develop and have on file for each of their establishments, written Affirmative Action Plans, as required by the rules and regulations of the Secretary of Labor (revised order No. 441 C.F.R. 60-2). Refer to specifications and terms included in the University of Minnesota contracts, purchase orders, and other bid and purchase documents which will specify policy and expectations of its contractors and vendors.


Section D LETTER OF UNDERSTANDING (LOU)
The official contact is responsible for reviewing the Letter of Understanding (LOU) with each of the additional contacts assigned to the company's subscription and will maintain the company's compliance with the terms below.

As the official contact on my company's subscription, I understand and agree to the following:
  1. All requests for bid and requests for proposal initiated by the University of Minnesota Purchasing Services department will be available to me on BIS. I will receive via e-mail attachment or e-mail notice* , all bids in my subscribed categories and I have access to bids in non-subscribed categories. I understand that in the event of a system problem, the University will do everything possible to restore service as soon as possible.

    *For the safety of subscribers' systems, when a document is lengthy, the e-mail may only announce the availability of the documents on BIS. This e-mail will include instructions for obtaining the bid.

  2. My access may be cancelled if I resell or publish the U of M bid information to another company or individual. I understand that once an access code has been approved and activated, there will be no refund for any reason. If my subscription is not renewed, my access will be revoked immediately.

  3. I am responsible for reviewing bids provided through the BIS e-mails and for meeting and maintaining the minimum system requirements to view these documents. I agree to maintain accurate account properties on BIS including phone and fax numbers, and accurate e-mail addresses.

  4. I am subject to the policies and procedures of the University of Minnesota Vendor Performance Program. If during the subscription period, my company is suspended or debarred from doing business with the University, my access will be revoked without refund until such time as the suspension/debarment is lifted on my company.

  5. I may request results of recent bids or request for proposals from BIS. I may also request recent award information.
