Viewing or Searching Issues
1. Not all bid and proposal requests display in my search.
- Scroll down. Results are displayed at the bottom of the page.
- Try requesting ALL REQUESTS.
- Widen the date range to search for more documents.
2. Some messages I receive from BIS have files attached and some don't.
Why the difference?
If the files are above a certain size we do not include them with the
announcement. Extremely large files have the ability to cause havoc for
the person receiving the messages. Since we can't predict what type of
network connection you might be using at any given time when fetching mail
(dial-in, or ethernet), we err on the side of caution.
3. What method does BIS use to send a file with the email attachment?
The BIS system is using the MIME internet standard (More information on MIME
can be found in RFC 1521 and RFC 1522.) for sending attachments. Most mailers
fully support this standard. (Both Netscape and Microsoft products for email
fully support MIME. These are only two of the many vendors that support MIME.)
4. Now that I have received this attached file, what next?
The next step is to verify that you have an application that will be able
to read the file. All files sent from BIS are Portable Document Format files (PDF)
that can be easily viewed/printed with Adobe Acrobat Reader. Acrobat Reader
is available from Adobe Software at:

5. I have Acrobat Reader, now what?
Depending on the e-mail client you are using you have to click on the
attachment to view it, or first save it to a file outside your e-mail program.
Regardless of the method you might the first time need to specify that the
file should be opened with Acrobat Reader. All of the files we send have the
suffix '.PDF'. This suffix is used by many systems to identify it as a file
that can be handled by Acrobat Reader.
6. Some of the BIS messages have strange looking scrambled text in them.
Right before this text I see the following. What does it mean?
Content-Type: application/octet-stream;name="552-563-1.PDF"
Content-Transfer-Encoding: base64
Content-Disposition: attachment;filename="552-563-1.PDF"
The e-mail client you use to receive and send mail does not recognize the MIME
standard. It is ignoring the MIME information and assuming that it is part of the
text in the message. If this happens we recommend that you talk to your
tech support staff and make sure that you have enabled all the recommended
features in your e-mail client.
